J&K Accelerates Land Record Digitisation, Prepares Verified Database for AgriStack Integration

Nearly 70 Lakh Land Parcels Covered Under Modernisation Drive; Over 13 Lakh Rectifications Completed After Public Verification

SRINAGAR, AUGUST 25…Jammu and Kashmir has accelerated the digitisation, updation and verification of land records and is preparing a verified land database for integration with the Government of India’s AgriStack framework under the Digital India Land Records Modernization Programme.

The exercise is being undertaken by the Revenue Department in collaboration with BISAG-N and covers nearly 70 lakh land parcels across Jammu and Kashmir. More than 2,500 field-level functionaries have been provided role-based access to undertake data entry, verification and approval of land records.

Officials said the initiative goes beyond merely scanning or converting old records into digital form. It involves a comprehensive process of digitisation, updation, verification, public scrutiny and authentication to establish an accurate and reliable land-record database.

A dedicated software platform has been developed to facilitate village-wise management of land records through a structured relational database. The platform enables authorised officials to search, validate and update records while maintaining a systematic digital record of every transaction.

To strengthen accountability and minimise errors, the department has implemented a Maker-Checker-Approver mechanism. Under the system, the Patwari functions as the Maker, the Girdawar or Naib-Tehsildar performs the role of Checker, while the Tehsildar acts as the Approver. Each stage of the process is electronically recorded, thereby creating a clear audit trail.

The department has also deployed district-level Mentors and Prabhari Officers to monitor the progress and quality of the digitisation exercise. District-level committees have additionally been tasked with carrying out cross-Tehsil verification of the records.

As part of the public verification process, more than 6,800 village-level camps have been organised for public reading of Jamabandis. These camps have provided landholders an opportunity to identify and report discrepancies relating to names, shares, mutations and other particulars recorded in the land documents.

The digitised records have also been made available to the public through the JK Zameen Sudhaar portal, allowing citizens to examine their land records and raise discrepancies where required.

Officials said more than 13 lakh rectifications have so far been completed on the basis of discrepancies identified during verification as well as grievances submitted by members of the public.

At the same time, approximately 7 lakh pending mutations have been incorporated into the digitised Record of Rights, helping bring older land transactions into the updated digital database.

The verified land database is now being transformed to support integration with the AgriStack framework under the Digital Agriculture Mission. The framework envisages an integrated digital architecture comprising the Farmers Registry, geo-referenced village maps and the Crop Sown Registry.

As part of this process, 31.26 lakh Khasra records have so far been converted into an owner-extent format. The conversion is aimed at establishing a reliable digital association between individual farmers and their respective landholdings.

The department has also initiated farmer-level validation of land records. Under the process, a landholder authenticates his or her identity through electronic Know Your Customer verification, views the details of the landholding and provides voluntary electronic consent before a Farmer Identification number is generated.

Officials said the digitisation initiative is expected to significantly improve access to land records and Revenue Department services. Citizens will be able to access their Records of Rights and avail themselves of several Revenue-related services without making repeated visits to government offices.

The integration with the agriculture-focused digital framework is also expected to benefit farmers by facilitating more efficient delivery of government schemes, subsidies, institutional credit, crop insurance and disaster-relief assistance.

The Revenue Department said the exercise represents a major shift from simply maintaining land records in digital form towards creating a trusted, verified and farmer-validated land-record ecosystem.

The initiative is expected to strengthen transparency, improve the accuracy of land records and support more efficient Revenue administration and delivery of agriculture-related services across Jammu and Kashmir.
